YES WE CAN AND THE RESULT RELEASED

  IN OUR DEMOCRACY KNOWN AS "AMERICAN REFORM"

THE SOURCE AND METHOD MAY SURPRISE YOU

THE WHYS

Democratic House waffles back and forth, to and fro on this Impeachment issue. The White House and Attorney General block witness testimony and refuse to hand over critical documents in evidence to the Judiciary Committee. A Republican controlled Senate refuses to adhere to their oath of office. If Congress is obstructed then it is time for [We the] People voice their opinion on the direction Congress proceeds in the investigation and Articles of Impeachment.  

Bipartisan politics continues to put Congress in a state of paralysis. A Democratic House is at work passing common sense gun background checks, take immediate action to protect our elections from Russian interference and address a failing infrastructure.  Many Republicans are onboard with the election issue bill but ask why is it blocked from the Senate floor? They know it is the now self proclaimed “grim reaper.”

Lest we forget the election of 2016 was an exercise of anger and rage! Americans were fed up with Congress and an Executive branch that ignored their needs. To paraphrase Michael Moore, “they decided to through a molotov cocktail into the system. Look at the result, Corruption and Chaos.

LEGAL BASE: PRECEDENT and BEST PRACTICE

Our democratic allies adhere to parliamentary rule of order offering additional tools to ensure and protect their democracy. Great Britain and Canada routinely (no offense intended) hold a “vote of no confidence” within their parliament in a call for a new government. Theresa May is one example. The “no confidence vote” was precipitated by the BREXIT referendum to withdraw from the European Union.

There is much to debate as to why this barrier to act in the interest of the people but it is futile to discuss this obfuscation of Constitutional duty. The elections of 2020 will hopefully replace all those Republican members guilty of neglect.

It is time for the United States to take note and make this the next experiment in democracy. As Americans, we need to be open to parliamentary procedures as a matter of Solidarity with NATO. Americans should copy or rather …mirror …no improve this tool.  

Remember ingenuity, innovation, invention is the heart of our country.

This issue, Impeachment stares Americans in the face every morning, day and night with exception of Senate Republicans. A collective voice deserves to be heard (First Amendment). Politicians conducting town halls at their whim just doesn’t cut it.   If we wait for the 2020 Election will not suffice. The People need to give Congress a “kick in the ass” toward resolution.

                                                                                                                            Yes! We can insist a referendum must take place regarding the Impeachment against this president.

A Referendum is unlike the flawed, error-prone polls of public opinion based upon to a miniscule sample of voters. Remember, a referendum is not an official vote but a means to measure the pulse of the country.  

Individuals may select one of three choices.

·         Yes for impeachment,

·         No for impeachment, or

·         Unsure or No Opinion

It is critical a referendum should be held two to three days just prior to Independence Day to encourage those nonvoters and generate the highest participation.

THE HOW OF INNOVATION

The United States leads the world in high tech, development of new hardware and software. What I came to know 25 years ago is that existing software with some simple adaptation can serve to collect data, accurately sort and produce a report instantaneously that fit a pressing need of Job Start, a pilot program to assist 18-25 year olds to reject welfare for jobs.

There is an existing hardware in place where individual States can utilize similar action to collect, first computerized ballots employing computers. Secondly have the security of paper backup. This process may have its faults, it be the closest to 100% accuracy over our election system(s).

INNOVATION WILL ADAPT SOFTWARE TO FIT OUR NEEDS

“Necessity Is the Mother of Invention”

The answer lies in the State Lottery held daily across the country. Forty-three (43) States along with the District of Columbia, Puerto Rico and the U.S. Virgin Islands all conduct a daily lottery.

Millions of people play the three and four digit games. After all, most people have a much better understanding of this method than when they vote on the confusing language of Propositions.

The seven without a lottery are Alaska, Alabama, Hawaii, Mississippi, Nevada, Utah and Wyoming. Nevada I am certain can come up with a plan. The other six have lower populations, some with only one Representative in Congress. If they wish to participate, caucuses or town halls are alternatives.

THE GOVERNMENT OPPOSITION

Now you know the Executive Branch, the President’s Attorney General, Congress, some Governors, State Legislatures and local election officials will be up in arms. 

They will argue it is unconstitutional, it is not feasible, prone to inaccuracy and you get the idea. I have this image of Senate Judiciary member of North Carolina standing on the desk shouting out epitaphs. 

However, pressure by a grassroots movement in an appeal to our State Governors and Legislatures can turn the tide. We can tell that Senator, “It’s State’s Rights.”

A referendum can be prepared without U.S. Congress meddling or opposition. Participation will be voluntary among the states. However, both Blue and Red States will have a vested interest to participate lest their citizens be denied their voice.

THE ADVANTAGES TO FURTHER DEMOCRACTIC ELECTIONS

First, the most important aspect and advantage of such a referendum is the fact that more people will be motivated to participate due to the fact it is a simple process in civic duty. A referendum will no doubt exceed the largest participation of any general election in our history.

·        Secondly, the turnout will certainly include participants who have never voted. America can exercise democracy in the truest form. We can enact same day registration!

·         Third, this reform will go a long way to stop Republican Party suppression of the vote.

·         Fourth, this referendum will serve as a snapshot of the upcoming 2020 Election. Both parties will have the data to determine they have strong support and others where they need to focus.

·         Fifth, it provides far greater security because partisan or foreign tampering will be eliminated. After all do you believe that any of Lotto games are susceptible to hacking?

·         Lastly, this system may prompt the innovation for all future election where every vote counts.

A participant who is in favor of criminal investigation and impeachment will record YES by darkening the squares of Column B as 1-1-1 

 Barcode: Voter ID & Voter Registration Prevents Multiple Voting*

A participant who opposes criminal investigation and impeachment will signify NO by darkening the squares of Column B as 2-2-2 

A participant who is Not Sure or of No Opinion will darken squares of Column A as 3-3-3 on the Daily 3 slip.

SOME ADDITIONAL NOTES:

• There will be those readers, especially the Governor of Michigan, various members of Congress, local municipalities that will find this suggestion unacceptable or impracticle and summarily reject it. 
• Democratic Presidential Candidates, no doubt rehearsing their lightening moment for the upcoming debates should pay heed to some of the text here. It may impact their decision about impeachment.
•  There may be one way to get the ear of the President if some or even one can appear on FOX News. He may just buy it!
• There should be more to come on the Republican label of “Socialism,” it is American Reform as we have seen in the past.
